Does 'same half-year' mean exactly on time?

No. Dates are grouped into January–June and July–December. Two events in the same half-year can still be months apart. The timing labels are approximate categories, not measured day-level delays.

Is the developer with the most early entries the safest?

This dataset cannot establish that. Coverage differs between developers and may omit projects without comparable evidence. It does not score financial strength, construction quality, defects or future delivery risk.
